A naive man is arrested by Dietrich and Levitt for disorderly conduct at a Scientific organization after being swindled into buying a seat on the space shuttle. Inspector Luger stops by the squad room to tell Barney he's naming his friend as a beneficiary in his will.

When Hasidic Jew Yacov Berger stops by to lodge a complaint with Barney about the lack of patrolling in their community following a series of attacks, a riot ultimately breaks out thanks to Inspector Luger. A pair of urban survivalists are arrested for trespassing after they were found living underground in the city steam tunnels.
