Two bodies discovered with similar fabrics over their eyes, one from Helsinki and the other from Tallinn. Sofia Karppi, who is on holiday, hands over the case to Sakari Nurmi, who is returning to the homicide division. However, everything changes when the killer strikes again.

Sofia has a theory that the murderer has taken the law into his own hands and takes vengeance on people he blames. Surprisingly, the traces lead to Helsinki City Hall, where the mayor herself is in murderer's eyesight.
