Paladin is called into Hogtooth to deal with three gunmen who each councilmen secretly hired to clean up the criminal element. Now the gunmen have taken over the town.

Paladin visits tom Carey, an old friend who has taken over as Marshal of the town of Sweetwater. Tom has become a tyrant, dictating his personal rules to the townspeople, and they ask Paladin to help them.
