Riddler and Penguin try to expose Batman by staging a mammoth birthday party for him and wealthy businessman Bruce Wayne.

A deadly contest is staged by Joker, Penguin, and Riddler to one up each other and gain control of Gotham City's criminal empire. Soon Catwoman gets involved.
