Casino owner Mr. Lucky and his partner Andamo are forced to deal with the country's dictator when he learns that Andamo is using Lucky's yacht to run arms to the revolutionaries.

Lucky finds himself caught in the middle when an old friend hides aboard the Fortuna--without Lucky's knowledge--to duck a mobster.
