Police officers are accused of brutalizing suspects. Detective McClain is called upon to invetigate in a nearby city's renegade police department, run by Hawkins, a brutal sergeant. Accompanied by his partner, Detective Gates, McClain immediately notices some peculiar irregularities in the methods used by the neighboring White Sands Police Department when the city asks him to check out one of a number of complaints received from victims.
