A cop is shot and killed while following a man as a favor to Cannon, and Cannon tries to find the killer before the dead man's brother does and exacts an eye for an eye.

A DA, a friend of Cannon's, asks the detective to help him determine if a psychiatric patient accused of rape and murder is guilty, or if the locals are railroading him to protect the real criminal.
