As flood waters rose along the Guadalupe River, his mother Karen and his stepfather Michael, woke up to emergency alerts at 4AM. Morgan's stepfather waded through water to alert families in neighboring RVs, fortunately getting them all out in time. NBC's Morgan Chesky reports. As the urgent search continues, questions and calls for accountability are growing as to how many of these communities were caught by surprise.
