A flash flood emergency has been issued in Menard County where roads, homes and businesses flooded after more than six inches of rain fell. Massive plumes of dust were spotted in West Texas. President Trump described a video by Democratic lawmakers as "seditious behavior, punishable by DEATH!" in which six lawmakers told the military to disobey illegal orders. The White House said President Trump has not issued illegal orders and that the Democratic video was a "dangerous message" to troops. NBC News' Garrett Haake reports. New photos released by the NTSB show the UPS cargo plane's left engine and the pylon holding it to the wing detached as it took off.
