Ghost Squad operator Nick Craig is sent to Rome to impersonate an American criminal lawyer whose life is threatened by professional assassins belonging to a Murder Incorporated set-up in Europe.

Prints of a war criminal are found at the scene of several French bank raids. When the gang is traced to a travelling circus, Craig is sent to infiltrate.
