A group of San Francisco businessmen try to bring discredit to Marshal Wayne and his city police force. Marshal Matt Wayne is charged with running a crooked gambling house and put in jail. He engages Attorney Jeremy Pitt to defend him. But after talking with Pitt, he can't decide whether the lawyer sides with him or favors the men who framed him. 
 

The Bandanna Gang is on the rampage, so Matt agrees to escort a group of settlers to San Francisco.
