But the houses haven't yet passed building regulations, and so cannot legally be handed over to the beleaguered families. Mel and Rob are desperate; and when they discover they have to pay for extra work, decide to take matters into their own hands. 'Mischief Night' in Liverpool gives extra cause for concern.
