Protovoy mayor candidate Alexandra Ilyina gets acquainted with Vershinin. She plans to run her election campaign together with the Interior Ministry and is counting on Andrei's help. To gain his support, Ilyina invites him to a meeting. Meanwhile, Yura encounters a certain Khaletsky, who demands to be allowed to use the port, and, having been refused, begins to threaten Nikitin.

Ilyina gives Vershinin 24 hours to find Nikitin. Meanwhile, Andrey's team begins searching for and detaining everyone who produces and sells drugs in the city. All those caught point to Khaletsky. Vershinin realizes that it was he who took Yakovlev's place and is now trying to regain control of the port.
