Jess goes to Quantico to train to be an FBI agent after Brooke transfers to San Francisco. Jess is passed from the training school by powerful John Pollock to work with her new partner, rule-breaking hip Nicole Scott as well as evidence expert Antonio Cortez.

A judge who must decide whether or not an elusive criminal should face a trial has her daughter kidnapped. Nicole & Jess later find out that the kidnappers got the daughter's best friend instead of her. The judge must face the terrible decision of letting an evil criminal go free or letting a teenaged girl die unless Nicole & Jess find her in time.
