President Trump has struck a deal with Europe to head off a trade war. It avoids the 30% import tax the president had threatened to impose on European goods beginning Aug. 1. Instead, the tariffs will be about half that amount. The Europeans, in return, will spend hundreds of billions of dollars on U.S. products.
