Nick laughs when 7-year-old Billy says he has killed a man with a toy gun. But when Billy disappears, Nick wonders if there isn't some truth in what the boy said. 

Trouble brews for Nicholas King and Admiral Fox when a Russian ship docks. When one of its crew is rushed to hospital with a high fever, the Russian vessel is forced to stay in harbor. A rat bite is discovered on the sick man's arm, but Capt. Petroff unaccountably refuses to allow a search of the ship's hold to investigate conditions.
