Street cop Walter William Clark Jr. ruffles some feathers when he's promoted to homicide detective in the opener of this drama, which follows his meteoric rise to becoming the youngest police commissioner in New York City's history, and the price he paid to achieve it.

Clark and Owen investigate the murder of a gang member at a housing development, where a teen was also injured; and Arroyo threatens to go public with evidence that Clark gave a criminal informant confiscated money.
