In the year 2030, digital networks are reaching out everywhere. IT has advanced to drive human will, converted into light and electrons, in one direction, but not enough to turn a "loner" into a complex being called an "individual."
Information networks continue to expand and crimes continue to become more complex. In this society of chaos, an organization that specializes in hunting down and eliminating a crime before it occurs was established. This is Section 9, the so called "Stand Alone Complex", or S.A.C., under the direct supervision of the Ministry of the Interior. 
Its duties include a wide range of investigations, such as responding to critical cyber crimes, guarding VIPs within the country, revealing political corruption, investigating violent murder, and dealing with top secret assassination cases. The elite S.A.C. is at its best in cyber confrontations, but it is also extremely capable of physical confrontations by utilizing high quality cyborgs.

The masterminds behind the Health and Labor Ministry's scandal that Section 9 was after are arrested. Togusa could do nothing but watch the news. He was hoping to be reunited with his comrades who had gone missing since the incident began. Meanwhile, alone in the National Library Museum, where all of the print media are collected and stored forever, the man who is thought to be the Laughing Man awaits a reunion with someone.

A prototype intelligent tank built by Kenbishi Heavy Industries suddenly activates. The military, which was not entirely decided about approving the purchase, is unwilling to intervene in the incident and Section 9 is called in for assistance. Section 9 sends Tachikomas to hunt down the vehicle and he plans to fire on it where there are no residential buildings. But despite his efforts, the tank keeps rolling. It looks as though it's headed towards a specific destination. Where is it going? And for what reason?

Director Kenji Kamiyama and his staff gather again for the awaited 26 episode follow-up to the successful, Ghost in the Shell: Stand Alone Complex TV anime series. The story continues to follow the adventures of Section 9's top members, Motoko Kusanagi, Batou, and Togusa. For this second season, Innocence-famed director Mamoru Oshii contributed with his ideas to the concept of the entire series right from the initial planning stages. The series maintains an episodic format and portrays Section 9 dealing with political issues such as invited refugees and nuclear intrigue. Another government institution, the Information Bureau of the Cabinet, comes up head-to-head against them. And a terrorist entity who calls itself the "Individual Eleven" joins the set. The in-depth storytelling of the series is likely to surpass the first series.
